The plant is demanding: it wants slow rivers, deep lowland soil, and seasons without extremes — which rules out scarred ground like Kharuun''s ashfields or the acoustic country of Elyndra almost entirely.
So the great Syleth belt lies in the central lowlands, in the river country around the crossroad settlements — Velora''s hinterland chief among them. History has been kind to that accident. The card economy''s heart grows on politically mixed, jointly defended ground that no single lineage controls, and more than one historian argues this did more for peace than any treaty: everyone''s cards begin in everyone''s fields.
The whole chain is treated as a matter of public order. Harvest convoys move under Asterion Pact escort, warehouse districts are walled and watched, and licensed pressing houses turn fiber into seal-grade paper under Card Masters Council inspection. Syleth smuggling, raids on stock, and illegal paper production are punished as sabotage rather than theft — and a bad Syleth year moves prices in every market on the continent before winter.
