Card Masters Council

The Card Masters Council was founded in 214 KM, when spreading card production brought spreading disasters and the masters of different regions agreed that someone had to set limits.

It remains the oldest and most respected authority on card craft. The Council supervises card production, trains and certifies masters, maintains seal standards, and keeps the registry of forbidden cards.

It does not rule cities and does not want to. Its power is quieter: no reputable market trades a card the Council has condemned, and no master ignores a Council summons twice.
