By 214 KM, card production had outgrown every local rule that tried to contain it. Dangerous experiments multiplied, and the disasters they caused stopped being local news.
The masters of different regions met and formed the first Card Masters Council — a standing authority over card production, master training, seal standards, and the registry of forbidden work.
The Council has been argued with ever since, and obeyed ever since. It remains the oldest institution in the world of cards.
